It's just a mini boost controller, infact most boost controllers these days have one in it, all it is is a small setting that is preset to a higher amount of boost that lasts a short while, say you've hi boost set to 6psi, and low set to 4, and scramble set to 9, you could be on low or hi boost, and want a go at something, so hit the scramble setting which gives whatever boost you've set it too, in this case, 9psi, for a short amount of time, usually around 10 secs.
